Shaukat al-Mulk II, the ruler of Qainat, in 1335 AH/1295 SH, formed two forces—the Nazmiyeh and the Amniyeh (the security force)—in addition to the army. The security force, whose function was similar to that of the gendarmerie, was intended to provide security outside the city and included cavalry and camel-mounted troops, which played a very important role in the security of the region. The government of Qainat made great efforts to recruit manpower for the security force. Numerous correspondences reveal, in addition to the problems of supplying personnel, the challenges facing the activities of the security force across a vast area from Khaf to Sistan. This is a historical study; data were collected through library-based research from documents in the Library of Astan Quds Razavi and presented in a descriptive-analytical manner in order to answer the following research questions: What challenges did the security force of Qainat face in recruiting personnel? What challenges did the security force of Qainat face after its formation? The findings show that the formation of the security force of Qainat faced numerous challenges due to a shortage of camels and a lack of qualified personnel, which, contrary to the initial plan, led to many changes in its number and composition. Most of its recruits were from the Bahlouli, Niazabadi, and Brahui Baloch groups, as well as scattered villagers. After its establishment, this force faced numerous financial problems that reduced its effectiveness.
